The requirement for manufacturers to fully recycle packaging will come into effect from 2025
ANOSINO (Moscow region), October 11 – RIA Novosti. Russian Deputy Prime Minister Viktoria Abramchenko said at the Russian Environment Forum held in the Moscow region that the requirement for 100% recycling of packaging for manufacturers as part of the reform will come into effect on January 1, 2025.
“It is envisaged that 100% of the packaging that enters the circulation will be destroyed (discarded) from 1 January 2025,” said Abramchenko.
EPR (Extended Producer Responsibility) – The responsibility of manufacturers and importers of goods to dispose of the goods they produce and the packaging they use when placing them on the market.
The ROP mechanism was introduced in Russia in 2014, the 5-10% recycling standard appeared in 2016-2017 only for some goods without affecting the packaging. Since 2019, the government has initiated a reform in the ROP. It has been proposed to introduce the responsibility of the manufacturer to destroy 100% of the packaging from 1 January 2022, but the decision has been delayed. In August of this year, Russian President Vladimir Putin supported the decision to reform the institution of expanded producer responsibility (EPR), introduced in Russia in 2014.
In particular, it is recommended that the responsibility of recycling be transferred from the companies using packaging to the manufacturers. It is also recommended to exclude the possibility of compliance with recycling standards by specially formed associations that often issue fake certificates to companies.
