MOSCOW, December 8 – RIA Novosti. Oleg Belyavsky, Managing Director of the enterprise, said that Gazprom Neft continues to modernize the Omsk Oil Refinery and plans to launch a primary oil refining complex in 2023.

“Work continues on the modernization of the enterprise, we plan to put into operation the ELOU-AVT primary oil treatment complex with an annual capacity of 8.4 million tons in 2023. This will allow the simultaneous decommissioning of six plants of the previous ecological generation, reducing operating costs.” and increase oil refining efficiency,” Belyavsky told reporters.

According to him, another important project will be the modernization of the AVT-10 unit, which will increase the yield of light petroleum products. Since the start of the modernization program at the Omsk Refinery in 2008, the light product yield has increased from 60% to over 80%. The processing depth has reached almost 100%. The Omsk Refinery can completely abandon the production of fuel oil, whose production volumes will depend only on market demand.

Oleg Vedernikov, director of the Oil and Gas Processing Directorate, also said that Gazprom Neft has started preparatory work for the restructuring and plans to complete the needle coke production project in 2024. This is a critically important raw material for metallurgy, the production of which is not available in Russia.

The enterprise is building biological treatment plants “Biosfera”, where, when commissioned, it can switch to a practically closed water consumption cycle and reduce the uptake of river water from the Irtysh River. According to the General Director of the Omsk Refinery, the launch of the complex will take place in two stages, the first of which (commissioning of the mechanical water treatment unit) will take place in December 2022.

Gazprom Neft has been implementing a program to modernize the Omsk and Moscow refineries to improve environmental and technological performance since 2008 and 2011, respectively. The program continues until 2025. The company’s investment in the Omsk enterprise is 500 billion rubles. In 2022, a major project of the program was completed at the Omsk Refinery, the deep oil refining complex.
