Mintsifra offered to give the main customers the right to purchase Russian software without bidding

MOSCOW, December 19 – RIA Novosti/Prime. Minister Maksut Shadayev said that the Ministry of Digital Development of the Russian Federation has proposed to give anchor customers the right to purchase domestic software modified according to their requirements without bidding, in order to simplify market access for developers who are ready to invest in finalizing their products. .

The government Digital Development Commission approved roadmaps last week reflecting the need for software in the Russian sectors of the economy. It was noted that most of the projects, totaling more than 200 billion rubles, will be implemented at the expense of companies’ own funds, including as part of agreements with the government on the terms of guaranteed demand for products. The remaining projects include the withdrawal of loans (about 20 billion rubles) and grants (more than 23 billion).

“We believe that if a company commits to investing in the improvement of its platform, the product that suits customers’ requirements, then customers should have the right to purchase a modified product without bidding … We offer such an interaction scheme within these roadmaps” – Shadayev, anchor customers answered the question of how they would interact within the framework of the newly approved roadmaps.

“But it’s not an obligation, it’s a right. This is how we facilitate market access for companies that invest in their products,” said the head of the Ministry of Digital Development.

According to Shadayev, the Ministry of Digital Development hopes that the government will approve the proposed mechanism in the first quarter of next year.

Russia has established industrial competence centers for import substitution of digital solutions in key sectors of the economy. ICC connects customers and developers in the creation and implementation of new digital products. Under the program, developers receive grants from the government that cover up to 80% of the cost of software development. The remaining funds are deposited by the client. At the same time, the rights of the product belong to the developer of the solution.
