The law stipulates that from January 1, 2024, exporters will no longer be required to submit paper documents, including the contract, to confirm the zero VAT rate. Instead, exporters of goods are required to submit electronic records, including information from both the declaration and the contract, to the tax authorities.

In addition, when exporting goods from Russia by sea and river vessels, from 2024 there will be no need to put customs marks on the order for shipment of goods. Now, among the documents confirming the validity of the application of the zero VAT rate, exporters must submit to the tax authorities a copy of the order for the shipment of goods with the customs marking “Loading allowed”.

In addition, the moment of determining the VAT base for the export of confirmed and unconfirmed goods will be determined uniformly – this will be the last day of the quarter, when a package of documents is collected to confirm the validity of the zero tax rate. . This will simplify the process of comparing data from exporters with information received in electronic form by the Federal Tax Service from the Russian Federal Customs Service as part of the information exchange.
