MOSCOW, January 31 – RIA Novosti. According to the Russian Export Center (VEB.RF Group), the acceptance of online applications for state support for the certification of agro-industrial products will begin on February 1 on the My Export electronic platform.

“February 1, 2023, at 09.00 Moscow time, it will begin to accept applications for reimbursement of costs associated with the certification of agricultural products in foreign markets. The rules for the provision of this support are determined by the Decree of the Government of the Russian Federation of December 25, 2019 No. 1816. Submit the electronic application in online format for the first time Russian organizations will be able to use the My Export digital platform.

They remind that exporters can cover up to 90% of product certification costs. Certification allows you to confirm the compliance of the goods with the requirements applied in foreign markets.

We are talking about documents received both in the territory of the importing country and in the Russian Federation. These include, for example, voluntary certification to obtain halal and kosher certifications, obtaining phytosanitary and veterinary certificates, as well as transport, storage, testing and disposal of test specimens.

The list of products for which certification can be recovered can be viewed on the REC website.

“Russian agricultural products are increasingly in demand abroad. In this regard, the certification procedure is now particularly important, and part of the cost is covered by the state is an important support for business. The organization may be reimbursed for some of the expenses incurred during the 12 months prior to the application date. At the same time, the volume of export earnings must exceed at least 5 times the amount of compensation claimed. In this case, 50% of the certification costs will be reimbursed to the organizations. If the amount of export revenues exceeds the amount of compensation claimed by 10 times or more, the government will refund 90% of the certification costs.

The exporter may submit an electronic application for each shipment of goods or combine them into a single application.

To receive compensation, you must log in to the My Export digital platform, submit an electronic application, attach the necessary documents to it and sign it with an electronic digital signature (EDS). After the documents are verified by the REC, the application is automatically sent to the Ministry of Agriculture. If the department’s decision is positive, an electronic agreement is signed between the REC, the Ministry of Agriculture and the exporter, and the organization receives compensation for the costs incurred for product certification.

The digital platform “My Export” (IS “Single Window”) is one of the focal points of the national project “International Cooperation and Export”, which aims to increase the export of commodity non-energy goods.
