The head of the bill, Mikhail Mishustin, said at a Cabinet meeting earlier on Thursday that the bill will help more actively use the capacities of the Arctic routes and transport LNG to countries in the Asia-Pacific region. According to him, the list of areas where the export of LNG is allowed includes promising subsoil areas located quite far from the Combined Gas Supply System, where it is not economically feasible to bring pipelines.

First of all, we are talking about the northern regions of the Krasnoyarsk Territory, where there are large reserves of natural gas, and the Yamalo-Nenets Autonomous Okrug – in general, about 3 trillion cubic meters, said the Prime Minister. Mishustin stated that the decision will allow it to increase its annual LNG production to 100 million tons in the next seven years, significantly increase its exports and generally strengthen Russia’s position in the world market.

The draft law also excludes the refueling of ships with liquefied natural gas from the scope of the Law “On Gas Exports”. This, according to the explanatory note, “will promote the use of LNG as bunker fuel, which is a more environmentally friendly and alternative fuel for sea and river navigation.”

Currently, the right to export LNG in Russia belongs to Gazprom (which has a monopoly on the export of pipe gas), as well as companies with more than 50% state participation, implementing projects for the liquefaction of natural gas from offshore fields or fields. in PSA. In addition, Novatek exports LNG based on the underground usage right, which provides liquefied natural gas production and whose license was obtained before January 1, 2013.
