Stefan Dujarric, the official representative of the UN secretary general, made practical recommendations to the parties of the “product agreement” at the strategic and operational levels, on the background of the Russian restriction of ship registrations in the port of Yuzhny. the organization said at a briefing.
According to him, the Russian Federation notified the Joint Coordination Center (JCC) of its decision to limit the registration of ships in the port of Yuzhny until Russian ammonia is exported.

As Dujarric points out, 33 ships left Ukrainian ports in May. “This is half the number of ships in April. Only three of these ships left the port of Yuzhny. Exports in May amounted to 1.3 million tons of grain and other products, which is less than half of the exports in the previous months.” said Dujarric.
He noted that since May 24, the number of inspection teams in SKC had been reduced from three to two. “The reduction of limited registration and audit teams has reduced the average number of inspections per day to three. This is a very serious situation.”
“The Secretariat provided practical advice to all parties at the strategic and operational level,” he stressed.

The Black Sea Grain Initiative, signed by the representatives of Russia, Turkey, Ukraine and the UN on July 22, 2022, includes the export of grain, food and fertilizer to the Black Sea from Ukraine’s three ports, including Odessa. The coordination of ship traffic is carried out by the Joint Coordination Center in Istanbul. Russian President Vladimir Putin pointed out in September that the West exports most of Ukrainian grain to their own states, not to needy countries in Africa.
The grain initiative is an integral part of the package deal. The second part – the Russia-UN memorandum, designed for three years – aims to unblock Russia’s food and fertilizer exports, reconnect Rosselkhozbank to SWIFT, resumption of the supply of agricultural machinery, spare parts and services, the Togliatti-Odessa ammonia pipeline and a a number of other measures. As stated in Moscow, this part of the package deal has not yet been implemented.
