Rosselkhoznadzor, on the contrary, did not reach the planned values: 651.4 million rubles were transferred to the federal budget, which is 1.3 times lower than the forecast. “The main reasons here include the postponement of scheduled inspections and the adoption of a new rule of the Code of Administrative Offenses, which provides for the introduction of a warning in place of an administrative fine if the offense is committed for the first time,” the Court of Accounts said. reports.

Expenses were incurred almost entirely – 99.9% – by both departments, as in the previous reporting year; spending under the federal targeted investment program – 100% in Rosselkhoznadzor, 99.7% in the Ministry of Agriculture. In 2022, the Ministry of Agriculture reduced the number of incomplete objects by 6.7% to 627 objects, Rosselkhoznadzor – by 5.6% (17 objects); Accordingly, the amount of investments in progress decreased by 18.5% and 14.2%.

In the reporting year, the Ministry of Agriculture was responsible for the implementation of three state programs with a total financing of 499 billion rubles in the field of the agro-industrial complex: cash execution for the year for all state programs more than 99%.

However, some of the results of land reclamation were not implemented: as part of the program of active participation in the circulation of agricultural land and in the development of land reclamation, the initial 5.3 billion rubles was reduced by almost twofold. the amount of financing due to the absence of signed contracts for transferable objects.
