Accounts Chamber saw the risk of bankruptcy of legal entities in the construction industry
MOSCOW, June 9 – RIA Novosti. The uneven provision of inter-budgetary transfers by the Russian Ministry of Construction to regions can lead to the bankruptcy of legal entities, according to the report of the Accounting Chamber of Russia on the results of the inspection of the execution of the federal budget by the Ministry. Construction, Housing and Community Services of the Russian Federation (GRBS Minstroy) for 2021.
At the same time, according to the auditors, 160 billion rubles were allocated last year for inter-budgetary transfers. Compared to 2020, their volumes increased by 7%, including a more than 10% increase in subsidies.
Federal law provides for inter-budgetary transfers in the form of subsidies to the budgets of the regions – 125,471 billion rubles (84.7% of the total volume of inter-budgetary transfers); subsidies – 5,925 billion rubles (4% of the total volume of inter-budgetary transfers) and other intergovernmental transfers – 16,727 billion rubles (11.3% of the total volume of inter-budgetary transfers).
By department, revenue during the reporting period Ministry of Construction decreased by 3.2 times compared to the previous year. At the same time, they significantly exceeded the forecast for the current year, reaching 1.7 billion rubles against the expected 12.1 million rubles. Such a significant inconsistency with the plan is due to the return of the balance of inter-budgetary transfers and the transfer of six institutions of the Ministry of Construction to the jurisdiction of the Single Client.
