– What is the mood of the Russian business world, not organizations, but domestic businessmen, plows, sows, builders? Has the shock of the first weeks passed?

– And there was no panic even after the start of special operations in Ukraine in February, when Western anti-Russian sanctions fell one after another. There was probably a temporary confusion: in the new reality it was only necessary to unravel it. Panic, I’m telling you, is usually unusual for business people. After all, each of them has a cold head, a sober calculation. They cannot do otherwise. If you succumb to emotions, you will easily make mistakes, and you will destroy both yourself and your production that people stand behind. It is not surprising that businessmen, when they looked around, realized what was happening, quickly got to work, got to work: new reliable partners began to look for new logistics routes through friendly countries.

– Somehow you describe everything as rosy, you speak so optimistically…

Yes, I am an incurable optimist. (laughs). But my positive, believe me, is not unfounded. Sanctions are, of course, a heavy burden on the country. No wonder they are called “unprecedented”. But we are not saying that everything is fine for us. That would be stupid. There are so many problems, a lot needs to be done from the wheels, feel to go, delivery of goods, the price of customs and legal services have increased with all the resulting consequences for both business and consumer. But most importantly, with all the difficulties, there is the awareness of how and where to move. Therefore, answering your question about the mood, I will say this: businessmen of Russia today are ready for a constructive approach to solving problems.

What’s particularly pleasant is the business has gathered. I am sincerely amazed at how colleagues are now supporting each other, helping each other, sharing their concerns! At Delovaya Rossiya we have long run a chat system where seven thousand entrepreneurs from all regions of Russia, our 220 foreign partner organizations and associations, more than 30 business ambassadors communicate with each other – and so it has become much more active in recent months, entrepreneurs are constantly who He writes what he has, who needs what, who can share what. For example, I remember how everyone started helping each other when there was a shortage of cash in the spring.

But today, not only businessmen can hear each other, the government can hear us too.

– What the government is already doing to support businesses, both in the area of ​​taxes and control and audit activities, is well known … And what do you think still needs to be done? Why is the business still complaining?

– You know, we already repeat this like a mantra: please do not interfere. There is no doubt that much has been done within the framework of the “regulatory guillotine”, but even under the conditions of a temporary moratorium on most inspections, entrepreneurs, especially in the regions, still complain about their excess. For example, in only one region, the Astrakhan region, our SMEs operating in the passenger transportation sector are subject to unfair inspections by tax offices, and as a result, fines are issued for not installing cash registers. Another carrier, who watched the results of the checks, was also accused of conspiring with the Ministry of Transport for a cartel. A security company in the area was accused of dividing the business because the spouses were presidents or founders of different companies in this field (although the tax authorities hadn’t paid attention to this for several years). All this takes energy, time and money. Strange, but among the authorities, representatives of law enforcement agencies sometimes there is a certain inertia of the old opinion, which is difficult to get rid of. Ultimately a political decision was made at the highest level, why don’t the authorities always implement it, why do they go too far?

Domestic business now urgently needs the most comfortable conditions, so that it will be profitable for entrepreneurs to make their own production in Russia. Can’t we really organize the production of paper, pens, nails, plastic bags ourselves? Now is a unique chance to achieve the needed structural adjustment, which Russian economists have long talked about, in a short time. For example, to break the sectoral imbalance in small and medium-sized enterprises, where only 7% of their representatives are employed in production and the rest in trade and services. In addition, there is a significant imbalance in the structure of SMEs, where the share of medium-sized companies in total output volume is much smaller than small enterprises.

From my point of view, we need to attach more importance to supporting SMEs, creating employment and adding value, having growth potential, and being able to integrate into cooperation chains, which, as a rule, are industrialists and manufacturers. . It is this type of business that will fill the gaps left after the departure of the Western partners and get rid of dependence on their goods and components.

– The anti-Russian sanctions have clearly cheered us up. It is frightening to think about, but if these were not put into action, the country’s economy would gradually go into recession.

– I agree, as provocative as it sounds, but if everything went well, the risks of losing domestic production and technological competencies would increase. “There would be no happiness, but misfortune helped,” says a Russian proverb about such situations.

We have everything for this. A big plus is that young people, full of all kinds of ideas, are now more and more actively entering business life. Moreover, the IT sector, which deserves so much attention today, is not just about this. We had an informal meeting recently where we brought together various startups. His innovative proposals stunned everyone in the audience. The guys offer interesting developments and ready-made products.

For example, a device for automatic blood sampling or a chemical preparation that purifies contaminated water. A company is marketing small, compact snow melters that could save millions of dollars in electricity bills. After all, now the snow is collected by snow blowers, then loaded into dump trucks, and then transported to special stations. And there are many such Kulibins in our country, now they all need to be systematically supported. In fact, they created Russia’s new economy.
