The Ministry of Industry and Trade has developed a regulatory framework for beer labeling from 1 April 2023.

MOSCOW, August 10 – RIA Novosti. According to the report, the Ministry of Industry and Trade of the Russian Federation has published on the official portal of regulatory legal acts from April 1, 2023, draft government decrees on the mandatory labeling of beer, non-alcoholic beer and low-alcohol beverages. area Industry and Trade Ministry.

“Mandatory digital labeling of beer and low-alcohol beverages can start from April 1, 2023, similar requirements are met for labeling non-alcoholic beers. The relevant draft decrees of the Russian government on these groups of beverages are published by the Ministry of Industry and Trade of Russia, on the portal regulation.gov.ru,” says .

The Ministry of Industry and Trade announced that mandatory labeling of beer and low alcohol beverages will be possible thanks to the integration of the Unified State Automatic Alcohol Accounting Information System (EGAIS) and the labeling information system. Therefore, Russian brewers will be able to register as turnover participants in the labeling system only if they are already affiliated with EGAIS.

“The draft resolution also sets the time for digital labeling of these product groups to start. Therefore, from March 1, 2023, registration of industry participants in the Chestny Znak labeling system may become mandatory, from April 1, 2023 – beer labeling. From October 1, 2023 products in glass and PET containers and barrels in aluminum cans from January 15, 2024″ comes after the ministry’s statement.

In addition, as of April 1, the obligation to transfer information regarding the sale of labeled products by wholesale and retail trade to the labeling system will come into effect.

Initially, the Ministry of Industry and Trade proposed introducing mandatory labeling for beer in special packaging (in kegs) from September 1, 2022, and for beverages in other types of packaging from December 1 next year. At the same time, on April 1, 2021, the experiment to label beer and other certain low-alcohol products began in Russia and will last until August 31, 2022. As part of the experiment, not only malt beer is labeled, but also non-alcoholic beer, as well as cider, poiret (pear cider), and mead.

In mid-July, the Russian Association of Brewers appealed to Russian President Vladimir Putin with a request not to introduce mandatory labeling of beer due to the risks of reducing the industry’s productivity and output of this product. Later it was announced that the Ministry of Industry and Trade of the Russian Federation, the Center for Advanced Technology Development (CRPT) and the Brewers’ Association agreed to start digital labeling of beer products from April 1, 2023. Vyacheslav Mamontov, executive director of the Brewers’ Association, later said that this is a compromise solution suitable for the brewing industry.
