The Ministry of Industry and Trade announced that mandatory labeling of beer and low alcohol beverages will be possible thanks to the integration of the Unified State Automatic Alcohol Accounting Information System (EGAIS) and the labeling information system. Therefore, Russian brewers will be able to register as turnover participants in the labeling system only if they are already affiliated with EGAIS.

Initially, the Ministry of Industry and Trade proposed introducing mandatory labeling for beer in special packaging (in kegs) from September 1, 2022, and for beverages in other types of packaging from December 1 next year. At the same time, on April 1, 2021, the experiment to label beer and other certain low-alcohol products began in Russia and will last until August 31, 2022. As part of the experiment, not only malt beer is labeled, but also non-alcoholic beer, as well as cider, poiret (pear cider), and mead.

In mid-July, the Russian Association of Brewers appealed to Russian President Vladimir Putin with a request not to introduce mandatory labeling of beer due to the risks of reducing the industry’s productivity and output of this product. Later it was announced that the Ministry of Industry and Trade of the Russian Federation, the Center for Advanced Technology Development (CRPT) and the Brewers’ Association agreed to start digital labeling of beer products from April 1, 2023. Vyacheslav Mamontov, executive director of the Brewers’ Association, later said that this is a compromise solution suitable for the brewing industry.
