For more than a month, neither side of the war invited the UN Security Council again. The council met five times in the first month of the war, with no apparent consequences. The West, led by the United States, heavily blames Russia. The Russians and Chinese even respond with a veto. That is why the voice of international organizations has diminished, except for the Red Cross, which speaks of this or that difficulty, especially in the city of Mariupol. UN Secretary-General Guterres then arranged a meeting with Putin, so everyone was optimistic that the Russian president should give the secretary-general something, however small, like safe crossings for civilians and the military. Officials in besieged Mariupol and much more. We were surprised that Putin placed Guterres at the end of the huge table he placed French President Macron at the beginning of the war. The results of the meeting were not released later. What is happening in the international system?
Observers say the international system is broken, although the Russian president has reaffirmed his belief in the UN Charter, but a global order is essential for the preservation of minimal relations and there is no other way to do it than existing international institutions obtain. a new alternative order for consensus. In the midst of the great gap now and perhaps tomorrow, of course, there is no hope of a new order agreement. Therefore, everyone argues that the United Nations, its charter and the Security Council are necessary, even if this time it succeeds.
I have repeatedly quoted the late British historian Eric Hobsbawm as saying that the Security Council is failing to restore peace in two-thirds of conflict situations because of major power struggles within it and on the world stage. There were calls and projects to make the Security Council’s work more effective. These projects go in two directions: the tendency to increase the number of permanent members from five to ten or the majority decision without the possibility of veto. As for the increase in the number of temporary employees, it was believed that Germany, Japan and India were added. The Big Five did not agree with any of the proposals. And the British delegate once said in the eighties of the last century: What would happen if the majority of the Security Council decided to end the war in which one of the main countries is participating? How will the decision be implemented?
If other big countries step in to impose it, it means that a world war will break out!
The main thing is that everyone is now affected by the terrible divide that is creating a devastating global economic crisis. Of course, Ukraine suffered the most, but Russia is directly behind the military and economic losses. As victory does not come quickly, Russia sometimes threatens to expand the war against Moldova, sometimes using superweapons. Why did mediation fail?
Because two months ago Russia was expected to tighten its grip on Kiev and create another government that would sign a deal with Moscow. Now, when that is not possible, Russia wants to support the separation of the two republics in eastern Ukraine and the separation of the land corridor through Ukraine between its territory and Crimea. It will take months of fighting before Ukraine has an army and obtains advanced Western weapons. So the conditions of war are bad and there is an impossible blockade on both sides.
