Artur Olegovich Parfenchikov was born on November 29, 1964 in the city of Petrozavodsk (Republic of Karelia).

On December 29, 2008, by decree of the President of the Russian Federation, he was appointed Federal Executive Service – Chief Executive Director of the Russian Federation.

On February 15, 2017, Artur Parfenchikov was appointed Deputy President of the Republic of Karelia by decree of the President of the Russian Federation.

On September 10, 2017, he was elected president of Karelia with the support of 61.34% of the electorate. On September 25, 2017, Artur Parfenchikov became the head of the Republic of Karelia.

In June 2022, United Russia nominated Parfenchikov for the post of president of Karelia in the September 2022 elections.
