Alexander Tikhonov, a four-time Olympic champion in biathlon, described the International Olympic Committee’s (IOC) Executive Committee’s recommendation not to allow Russian and Belarusian athletes affiliated with their countries’ armed forces or security services to compete as a “headless decision”.
On Tuesday, the IOC Executive Committee, following the results of their first day meetings in Lausanne, recommended that international federations allow Russians who do not support the SVO to compete as neutral athletes.
