On September 19, the DPR and LPR Public Chambers appealed to the heads of the republics Denis Pushilin and Leonid Pasechnik with an attempt to hold an immediate referendum on accession to Russia. The next day, DPR and LPR officials announced that the referendum would be held from September 23 to 27.

Also on September 20, the administrations of the Kherson and Zaporozhye regions announced that they were planning to hold a referendum on the same dates. Joining Russia would have secured its lands and re-established historical justice, as regional representatives emphasized. According to them, this decision is extremely necessary in the context of the constant terrorist acts by the nationalist authorities of Ukraine and NATO members, who supply weapons to kill civilians.
