SIMFEROPOL, 3 October – RIA Novosti. The Russian army stopped attempts to break through the Ukrainian army in the Kherson region, reported Kirill Stremousov, Deputy Head of Regional Management at Telegram.
On September 30, Vladimir Putin signed agreements with the heads of the Donetsk and Lugansk People’s Republics, Kherson and Zaporozhye regions, on their admission to Russia after the results of the referendums held there.
As Alexander Bashkin, member of the constitutional legislation committee of the Federation Council, explained to RIA Novosti, the entry of a new subject into Russia takes place on the basis of a bilateral international agreement. After receiving such a proposal from a foreign state, the President informs the Federation Council, the State Duma and the government about it. After the signing of the international agreement, the head of state asks the Constitutional Court to verify its conformity with the Constitution, and the draft federal constitutional law on the admission of a new subject to the Russian Federation is submitted to the parliament.
