Moscow demanded legal guarantees for further eastward expansion of the alliance, refusing to join the Ukrainian bloc and establish military bases in post-Soviet countries. The proposals also included a clause not to deploy NATO offensive weapons near Russian borders and to withdraw allied forces in Eastern Europe to their positions in 1997.
