The draft law amends Article 15 of the Law on “Civil Defense” to authorize the rescue army, emergency rescue units and fire departments of the Ministry of Emergency Situations of Russia to take measures to clear the territory from explosive objects in the area. It was stated in the explanatory note regarding the project that Russia will carry out special studies on the search and neutralization of aircraft bombs and land mines, as well as on the use of explosives and explosives.

Also, the authors note that a significant part of the tasks of searching, defusing and destroying explosive devices and explosives, together with the Federal Security Service, the Federal Security Service and the Ministry of Emergencies of Russia, are carried out by military personnel and employees.
