Diplomat Belousov denies accusations against Russia of violating the Budapest Memorandum
UN, 11 August – RIA Novosti. Andrey Belousov, deputy head of the Russian delegation, said at the Nuclear Non-Proliferation Treaty (NPT) Review Conference that accusations against Russia of violating the Budapest Memorandum are untenable – its “legal basis” was undermined long before 2014. .
“This document (Budapest Memorandum), which is actually a political statement, is based on the basic norms of international law, UN and OSCE principles, like other similar documents,” he said.
However, as the diplomat points out, Russia’s opponents violated these principles several times and thus “questioned, though not directly, the effectiveness of the Budapest Memorandum.”
Thus, the deputy head of the delegation stated that the legal basis of the memorandum was “undermined long before 2014″. Therefore, accusations of violation by Russia are absolutely untenable,” he said.
Belousov pointed out that states making baseless and unfounded accusations against Russia, trying to discredit, demonize and isolate it, should conduct an objective analysis of their own destructive actions, including violations of international law.
After the collapse of the USSR, Kyiv took over a significant nuclear arsenal. However, in 1994 Ukraine, Russia, the United States and Britain signed the Budapest Memorandum, which functions as an international agreement on security guarantees in connection with Ukraine’s accession to the Nuclear Non-Proliferation Treaty. Accordingly, the nuclear arsenal on the territory of Ukraine was eliminated, and the nuclear forces promised to guarantee the security of Kiev.
